How do toddler clothing sizes work?

My child is a perfect fit in a 4T but once its washed the pants get snug in the waist and the shirts are tight too. What comes next?? Is it a 5T? What is the difference between a 4T and a 4 in the 4-6x section? Is a regular 4 bigger than a 5T? I need help : ) Thanks.
