Is there a way to change the settings in a vehicles ECU?

I have a '92 Mercury Tracer, and I am planning on going from the stock 9-1 compression ratio to 11-1. Does anyone know any scan tools or programs for your laptop to change the settings in the vehicle ECU, such as compression ratio, bore, valve oversize and camshaft lobe length? And, since I will be putting a higher comression ratio in the engine, what would you suggest about keeping the engine cool? It would be ideal around 195-205 Degrees F. Please only someone experienced answer, no amateurs. I am doing this engine project on my own, and I don't need anyone telling me that I should just turbo it. Thanks in advance.
