Israel had offered to help India with Mumbai terror attack but Indian Govt refused?

Sure this is. India for appeasing Muslims opposed the formation of Israel. Then it avoided any diplomatic relations with the state of Israel because it did not want Arabs to feel bad. But despite all this Arabs and Muslims constantly took the Pak line on Kashmir and all other disputes. The genesis of Muslim appeasement started during the Congress government and again we have a government with congress at the centre. Surely they have vote bank in mind.
