Should the Packers forfeit the rest of their games to get the #1 draft pick? Can a team legally do that?

Their season is over already. And Favre is going to retire after taking a severe beating week after week. And this is coming from me- a Packers fan. Are they allowed to forfeit games? Has this ever been done before? We could sure use a #1 draft pick. AJ Hawk is good (sometimes) but he can't make any real difference on that sorry team.
